Good Tuesday morning. Here are some of the stories making news in Washington and politics today.

Vice President Joseph R. Biden leads with black voters, and Senators Elizabeth Warren and Bernie Sanders are making better inroads with younger ones than are Senators Kamala Harris and Cory Booker. In interviews, voters rejected the idea that racial representation equated to change.

On abortion, the 2020 Democrats are pretty much on the same page. They support codifying Roe v. Wade in federal law, allowing Medicaid coverage of abortion and nominating only judges who support abortion rights, for instance, reflecting a hugely consequential shift on one of the country’s most politically divisive issues.

Michael Bloomberg made his first in-person appearance as a presidential candidate on Monday. The most consistent theme of the day? How much he’s spent on building political good will. Hint: It’s a lot.

Mr. Sanders is more than happy to remind New Hampshire about his big win in the state’s Democratic presidential primary in 2016. But that same momentum seems to be missing this time around.

The Supreme Court on Monday temporarily blocked an appeals court ruling that required Mr. Trump’s accounting firm to turn over financial records to a House committee. It gave no reasons. Donald F. McGahn II, the former White House counsel, must testify before impeachment investigators about President Trump’s efforts to obstruct the Mueller investigation, a judge ruled on Monday.

Democrats on the House Intelligence Committee are planning to deliver a report after Thanksgiving making the case for impeaching Mr. Trump. Mr. Trump has vowed to challenge his impeachment in the Supreme Court. Can he? Not really. The Constitution seems to exclude the court from the impeachment process.

After of a lull of several weeks, United States troops have resumed large-scale counterterrorism missions against the Islamic State in northern Syria, two months after Mr. Trump abruptly ordered a withdrawal of troops there.

Mr. Trump ordered the Pentagon not to remove a Navy SEAL at the center of a high-profile war crimes case from the elite commando unit, Secretary of Defense Mark T. Esper said Monday.
