House Democratic leaders formally called for President Trump’s removal from office. In nine short pages, the draft articles accused Mr. Trump of carrying out a scheme “corruptly soliciting” election assistance from the government of Ukraine in the form of investigations that would smear his Democratic political rivals. Representative Jerrold Nadler, chairman of the Judiciary Committee, made a case that the House should take up three articles of impeachment against Mr. Trump: abuse of power, obstruction of Congress and obstruction of justice. The third didn’t make it through. Here’s why.
