Good Thursday morning. Here are some of the stories making news in Washington and politics today.

A new phase of the impeachment proceedings against President Trump began on Wednesday. In a daylong House Judiciary Committee hearing, three constitutional scholars invited by Democrats testified that evidence of Mr. Trump’s efforts to pressure Ukraine for political gain clearly met the definition of an impeachable abuse of power.

Testimony from Jonathan Turley, the Republicans’ sole witness, crystallized the constitutional dilemma facing House Democrats as they push forward on impeachment rather than waiting for more evidence the White House has withheld.

Usually, when times turn tough, presidents can hop on Air Force One to escape the country for a while and stride purposefully across the world stage. But the world stage was not so friendly this week for Mr. Trump.

The Trump administration approved a rule that will remove nearly 700,000 people from the federal food-stamp program by strictly enforcing federal work requirements for able-bodied adults without children.

Attorney General William P. Barr warned that communities and critics of policing must display more deference or risk losing protection. The comments drew criticism that he was conflating objections to police misconduct with a disrespect for the police.

In a new bill, Senator Elizabeth Warren is taking aim at big bank mergers, a sign of what she intends for the financial industry if she wins the presidency.

Former Vice President Joseph R. Biden Jr. would raise taxes on high earners and corporations by at least $3.4 trillion over the course of a decade if elected president. His plans are far less aggressive than those of two rivals, Ms. Warren and Senator Bernie Sanders.

VoteVets, the political action committee that backs liberal veterans running for office, has endorsed Mayor Pete Buttigieg for president. It’s the first major organization to support him.

Mr. Buttigieg took a trip to three Southern states. The tour was engineered to introduce him to black voters — and perhaps just as importantly, to show him being introduced to black voters.

Drawings done in captivity by the first prisoner tortured under the C.I.A.’s “enhanced interrogation” techniques portray his account of what happened to him in vivid and disturbing ways.
