Good Monday morning. Here are some of the stories making news in Washington and politics today.

When Russia invaded Ukraine in early 2014, Vice President Joseph R. Biden Jr. pressed President Barack Obama to make Moscow "pay in blood and money" for its aggression. The president was having none of it, and sent Mr. Biden to Ukraine as an emissary. So Mr. Biden threw himself into what seemed like standard-issue vice-presidential stuff: prodding Ukraine's leaders to tackle their country's rampant corruption.
Nikki R. Haley, the former ambassador to the United Nations, says in a new book that she resisted entreaties by other top aides to President Trump to undermine his policies, revealing more about the fractious world of loyalty and betrayal around the president.

The F.B.I. and federal prosecutors are trying to speak more plainly about domestic terrorism, hoping to reassure the public that they are combating racist and politically motivated bloodshed as they fear that the 2020 campaign could spark violence.
